Who We Are

Tulsi Engineering is a family business, started and still run by two brothers - Harish Chand Mittal and Vishal Mittal - with a combined lifetime in civil construction.

Nearly all of what we build is public work: roads, government buildings, parks, and civil infrastructure across Uttar Pradesh. A smaller share of our projects is residential and commercial work for private clients.

Rooted in trust and craftsmanship, we now stand at the beginning of our next chapter - channelling that same engineering rigour into building India's plastic recycling infrastructure from the ground up.

India’s recycled polymer market is large, growing, and still runs largely on informal practice - which is exactly why buyers struggle to find material they can rely on. Tulsi Engineering’s plastics division applies the same discipline that built our construction business to a simpler promise: recycled pellets you can specify, order, and plan production around.

We trade in recycled pellets and manufacture them in house. What we are actually selling is predictability: material that arrives to the agreed grade, at the agreed time, and behaves the same way on the shop floor every single batch.

    We source recycled pellets across grades and supply them to industrial buyers, backed by vetted supplier relationships and clear commercial terms.

    We manufacture our own recycled pellets, giving us direct control over quality rather than depending entirely on third-party output.

    Grade Consistency
    Material is checked against agreed specification before dispatch. If a batch does not meet grade, it does not ship.

Harish Chand Mittal
Co-Founder

The elder of the two brothers, Harish Chand Mittal brings close to five decades in civil construction. His experience spans the full arc of government contracting in Uttar Pradesh - from tender documentation and departmental liaison through to site execution and final measurement.

He remains closely involved in project oversight, and much of the company’s working method comes directly from how he learned to run a site: plan for the inspection before you start, not after.

Co-Founder

Vishal Mittal has spent close to four decades in civil construction, working predominantly as a government contractor across Uttar Pradesh. His portfolio covers road construction, government buildings, public parks, and civil infrastructure - delivered under departmental scrutiny and fixed timelines.

That environment shaped how the company operates: specification is not negotiable, timelines are commitments, and the work has to hold up long after payment clears. He continues to lead the construction business day to day.

Shivam Mittal leads Tulsi Engineering’s plastics division. He comes to it from a career in talent acquisition and talent management, working with international clients across the UK and Europe - a background built on exactly the disciplines this sector runs on: sourcing hard-to-find supply, verifying quality before committing, negotiating commercial terms, and holding relationships together over years rather than transactions.

He is applying that same method to recycled polymer: building a vetted supplier network, setting clear grade specifications, and running the division on documentation and follow-through rather than handshake informality. An MBA graduate, he also handles the company’s commercial planning and hiring as both verticals grow.
